You can buy copper or aluminum plate and drill your own holes, or use 
copper tubing. a lot more economically than this.  I'm not surprised that 
he got no bids at that starting price.  I got my single point ground 
bulkhead free down at the local highway department branch, liberated (with 
permission) from their pile of damaged road signs.
