Something that has worked for me in the past.......sometimes. I have
several solid rod aluminum rods that are slightly smaller than the ID of the
of the two telescoping sections. I then insert the rod in the larger tube
and slide it until it hits the smaller diameter tube. I then start to pound
the rod into the smaller tube like a battering ram.
Of course this is expedited if you use a vise and apply a penetrating oil to
the joint ahead of time. I had lots of practice with this method after the
hurricanes this fall. Elements would break off at the joint and I would have
to get the old stub out. I would say this method works about half the time.
 Good luck.
