If two amperes is dropping .4 volts, he would have a .2 ohm
With a 15 ampere load that would be 45 watts of heat in the
connection. A connection like that would melt or discolor
the terminals or insulation around the terminals.
Almost all problems like this are distributed resistance in
the mains wiring someplace, almost always multiple
distributed resistances combined to make a nasty system.
His 108 volts (or whatever) is a real problem. Should be
