Always. The only exception is over saltwater where they
might just use a large screen.

If they use 120 radials 1/4 wl long or longer they often
don't need to run a complex efficiency full proof. FS really
pretty much quits increasing at 50 radials, but I suppose
the FCC figured twice that is safe.
