Why not initially mount the beam with the boom and elements parallel to the 
ground (elements would look vertical if the tower were raised). You should be 
able to snug everything up, raise the tower vertical, then use an extension 
ladder to reach the top of the tower. Loosen the mast to boom bolts, rotate the 
boom so the elements are parallel to the ground once again, tighten everything 
up, and you're good to go.
