Consider this...today you might be thinking of a 6sq ft antenna...next year 
you might be thinking of a 15sq fto antenna...you can always go to a larger 
antenna, you can't upgrade the base if you skimp on it the first time.

If you don't want to spend the money on concrete you can use pea gravel with 
the proper base fixture. Then if yo move you can jack the base out of the 
gravel fairly easily.
