You want all stainless hardware: for each lug or wire, have a nut, bolt, star washer, washer, locking washer.
You have your copper plate in position. Put the screw in upside down so the head is on the underside. Topside in order from copper plate on up the threads: Star washer, radial or ground lug, washer, lock washer, bolt. Use two socket wrenches to tighten everything down (it also makes the job easier and faster). With this, and using all s.s. hardware you don't need to worry about soldering anything. I just realized that if you are using lugs and not wrapping wire around the screw you can probably omit the flat washer.

Hint: You can probably get away with doubling up on each screw. with 2 lugs per screw you will be able to add later without having to undo anything.
