Bill,
A couple of times over the years, I have had one of the stainless steel 
shafts on gears in the Tailtwister break, or destroy the "bearing" it rides 
in and makes the Tailtwister exhibit this characteristic.  Be sure to 
examine the shafts and "bearing" surfaces in the bottom housing for wear 
when you maintain it this time.  Apparently this wear lets the shaft shift 
to positions that bind the gears when it happens.  Good luck!
