Don't cut them after the pour is completed; you'll have small pieces of
steel wire exposed to the elements and they'll corrode and expand, possibly
damaging the top of the concrete and leaving a way for water to ingress.
There is also Stainless Steel tie wire available. My brother-in-law is an
iron worker and that's all they have been using for quite a while now.
The stuff is way stronger than the regular tie wire and doesn't rust.
On the other hand - the ends will cut you like a razor. Wear gloves when
working with it.
