It certainly isn't Rohn 20. Rohn 20 is easily confused with Rohn 25G, 
and the photo resembles neither. 20 & 25 both have the zig zag round 
rod bracing between the legs.
The picture reminds me of what's been called "Bowling Green" tower; 
I'm told it was made in Bowling Green, KY for a while. Spaulding is 
another name for the same or similar make, which uses the stamped, 
horizontal members. It's primarily intended for very light duty, as n 
T.V. reception antennas. Finding a manufacturer of it today might be 
a challenge, but starting with electronic supply houses that still 
sell tower sections (Randolph & Rice in this area), you might find a 
lead to a source.
