I don't think bare wire is required.

My current temporary antenna for 75 / 80 is an inverted V that, depending on
SSB / CW, I simply change the length of the antenna by wrapping the Home
Depot #14 stranded teflon insulated wire back on itself.   It works quite
well and the resonant frequencies are 3.540 or CW or 3.800 for SSB with 2:1
bandwidths of approximately 125 khz.

Seems to me -

This "folded back" discussion needs to specify BARE wire wrapped.  If you
are not using bare wire and wrap the folded back section, things will change
(I suspect the change would be less if you electrically connect the end of
the folded back section back to the antenna but this will be  a pain when
trying to tune).
