     Depends on the jurisdiction whether you can get away with that tack.  When 
I applied for my tower permit, there was a specific block labeled <antenna> on 
the application form that I had to check regarding the purpose for the permit 
request.  But that gave me a warm and fuzzy that I wasn't trying to sneak 
something unrecognized through the permit process - the county actually 
expected some folks to want to install antennas on their property.
