Sometimes the top antenna is  loudest just on the edge of the band
opening/closing, or when conditions are  marginal.

I ran a 6 high stack of 6 el KLMs for years on ten  meters.
...165/132/105/80/54/27.  I had them arranged in three groups  of two for 
phasing.  When the 
band was open, the top two were  useless.  But, when conditions were marginal 
the 
all six in phase really  kicked butt over just the bottom four...especially 
to deep EU and JA.  That  was over the totally flat ground of FL.  Those 
sitting on hilly terrain,  might find that setup too high.
