Thank you all for taking time to respond.  I think I'll incorporate a
couple of suggestions.  It looks like a properly installed commercial
arrestor alone should provide the protection I need.  In addition, I'll
likely remove (or insulate) the top strand of energized fencing in the
areas most likely to receive a fallen antenna.  In the end, I may end up
turning the fence off while operating.  My Grundig shortwave receiver is
a great tool for letting me know when I have a failing insulator or
other arcing.  :^)  With a proper antenna, I may find the fence is just
too noisy.  We'll see.

I should have been more descriptive of what the output of the electric
fence looks like.  About once a second it emits a very short pulse
(milliseconds) of about 5000 Volts.  When I was younger I remember
accidentally running into a likely 60Hz AC fence but ours isn't one of
them.

One dipole will certainly be at earth ground.  Thus, I'm considering
one of the commercial arrestors to deal with the center conductor of my
feedline. 

A few folks recommended off-list to use insulated wire for the dipole. 
I'm considering using the copper-weld style copper plated steel wire
for strength / conductivity.  Is there anything similar that is
insulated?  I would have to insure the insulation is UV stable as well.
