My first reaction to this problem was to think about 
insulated wire.  But generally, the insulation is rated to 600V.
Won't cut it, for a HV critter fence.

On the other hand...put a DC block at the service entrance, and
use extra heavy insulated wire, and you'd probably cover most
events.  If your critter fence is like my daughters...a webbed
thing...you won't want to go to the extra expense of a top-wire.

The problem becomes how to minimize the expense of a problem...
dc block protects the RX.  Insulation slows the attack-rate of
grounding the fence...and maybe you lose one section of wire or
web.  Cost effective solution?

Only you can tell.
