Best splice/splint is TWO pieces of angle *slightly* over size (no more thn 
an 1/8th inch thick). One goes on the inside of the leg and the other on the 
outside. Clamp tight, then drill and bolt through the existing tower leg on 
each flat in at least two places above and below  the break.  That's a total 
of 8 small bolts.This should be stronger than the original joint .
(Shim if necessary)

This should make the tower as rigid as it once was (at the joint), but 
considering age, I'd still attach temporary guys on each section as I went 
up and let them come down with the sections as you remove them.

With all the climbing I've done I only *tried* to climb one HDBX. I made it 
to the top section and said, "sorry guys, I'm going no farther". Too skinny 
and too flexible.

To weld old, galvanized, rusty, steel 24 feet up I'd want a welder who relly 
knows his stuff and I'd still probably not trust the weld.
