fights are tedious, time consuming, and expensive, even if you have
the law or regulation on your side.
They are especially so if the other side has deep pockets, or has low
incremental costs (e.g. the neighbor who is annoyed happens to be an
attorney, so all they're paying is court fees)
All PRB-1 and the related laws do is get you in the door to the courthouse.
