I cannot tell anything from the referenced photo; BUT, from the responses:
It seems that this giant rotatable is akin to very large LPA's used near main
SAC installations in the 1950-1969 time period. I think there was one at
each
Minuteman LCC and one on top of the Offut underground command center.
