Like any multi-band antenna, there are compromises. SWR, bandwidth, 
radiation all vary by frequency.

The tuners in most radios are really "line-flatteners" as has been 
explained by others. They do not have enough L and C to tune 
ladderline or really "outrageous" mis-matches.

It is hard to beat a ladderline fed dipole antenna....but you need a 
tuner to make it work.
