L.B.Cebik has done a lot of testing and research on antennas as long time
Technical Editor of AntennaX magazine.

Take a look at his web page and for this topic look at
http://www.cebik.com/gp/gr.html .  Shown there is the effect of number
verses length of radials.  You will find the effectiveness (IMHO) is to use
a minimum of about 25 and a maximum of about 50 before the cost if dollars
far outweighs the return.  The length does not really need to be even a 1/4
wave when they are ON the ground (this does NOT apply to elevated radials)
as the ground diminishes the effectiveness with additional length.
Somewhere around 2/10 wavelength seems practical.
