I don't think there is a valid general answer to that question. It
depends upon whether you're talking a free-standing tower or a guyed
one, and what kind of soil conditions (viscosity, etc) you have. Deep
and narrow, for example, might give the best performance under a
free-standing tower for a given amount of concrete if placed in really
hard soil, but wide and shallow would probably work better for loose
sand. I'm not an expert on it, but I suspect that the total mass of
concrete is more relevant for a guyed tower.
Depending upon how large a structure you're planning, you should be
relying on a good local engineer for that information if you don't have
tower specs to go by, and even the tower specs may not be completely
valid if you have particularly unusual soil at your QTH.
