Jim -

Just one follow-up question, and I don't mean as a defense of the BA-8 or
similar baluns. I'm just curious.

The BA-8 appears to be an implementation of a balun design that appears it
the ARRL Antenna Handbook.

Do you just think this type of balun is ineffective or do you think that
Palomar implemented it incorrectly, e.g., wrong ferrite mix or something
like that?

I AM a balun expert, and I don't recommend them at all. They are a total
rip-off! Overpriced and ineffective. So they don't blow up. But they don't
do anything useful either.
