I associate cage-dipoles with Sovjet-Russian diplomatic wireless
systems.
The embassy in Oslo used to have a big one on their roof and I was told
by a local "guru" that the point with cage-antennas was their bandwidth.
Also on Svalbard, in the coalmining town of Barentsburg, they used cage
dipoles.

I wonder where the 5 dB gain is coming from ?
