I didn't mean to be a PITA, but I was running for the airport when I typed
that reply and wanted to give you a fast response that was right. The answer
IS in a study of the CONCEPTS in the ARRL Antenna Book, specifically the
chapter on "The Effects of Ground." They've done a really good job of
getting it right.
Notice I used the word "study." that means repeated readings, not a quick
skim or a one time read through.
