Steve,
You may have already cross-referenced your measurements against the Rohn specs,
but could it be one of the Rohn SSV series? If so, the base you roughly
measured would be either a 8N, with a 8' 6-3/4" spread (leg center-to-center)
or a 9N with a 10' 6-3/4" spread. Of course, these have diagonal bracing
1-1/2" and 1-3/4" respectively, not the 3" you state.
