The US Tower TX-455 has a tilt over option.  My tower has withstood 90 
mph gusts with a SteppIR 4L with the 30/40 add on.  I also have the 
NN4ZZ TiltPlate that brings everything down to ground level - no more 
climbing. 

My web page has some pictures of the installation and how easy it is to 
work on the antenna system.
