YES, because you are looking at ONLY ONE FREQUENCY. I 
cited one example where the difference can matter a lot. 
As hams, we often care about how broadband the match is 
to an antenna. Any delay line will produce a match that 
varies with frequency. Reversing the POLARITY will not.
