Try wrapping and sealing a plastic bag around the joint area and fill 
it with kerosene. Let this sit for a few days to allow the kerosene 
to wick into the joint before trying to get some movement into the 
joint using the methods suggested by others.

Once you get some movement (twisting) try soaking some more kerosene 
into the joint. This will help prevent galling, as well as 
introducing some lubrication into the joint to help breal down any corrosion.
