Save your money and rewire your house, even an outlet at a time, as you can
afford it, properly with appropriate cabling, like, for example, ROMEX with
a ground wire. Running an extra wire will only confuse people who live in
the house after you and I are gone, and might present a hazard if someone
doesn't understand what you did.
Your first grounded outlets should be outlets used for appliances, power
tools and electronic devices that have a ground pin - like your computers
and radios. By the way, those surge suppression strips and GFCI outlets are
useless on ungrounded circuits.
I don't know how far the outlets are from your fuse box, but the materials
to rewire an outlet 50 feet from your fuse box are about $35, including an
"old work" box and a new breaker. This is not a place to scrimp.
As far as hiring an electrician and pulling a permit, use your own judgement
and make your own decision as to whether or not you can do the work safely.
A permit doesn't make work safe. Remember that even experienced, licensed,
good electricians make mistakes - that's the reason for inspections.
#12 isn't big enough to ground your mast or to bond to your house electrical
system to expect reasonable lightning protection. Pounding an 8' ground rod
into the ground and bonding with #6 or larger is recommended as a minimum.
Good luck. Make safe choices - you might be making decisions for people you
don't know who will be living in the house in years to come.
