You really have answered your own question, are you hoping someone on here
is going to say "go ahead Ed it will be fine".  That 16.0 SQ FT is measured
one foot over the top of the tower as well.  Having said that, of course
people put 15 SQ FT of antenna plus on your tower with a 20 foot mast.
Guessing that design Engineers would probably allow for 20% plus safety
margin, would it be okay..... You can push the limits as long as you are
prepared to pay attention to wind etc.  I defiantly would not put the
antenna at the top of a 15 foot pole though.

Steppir i s rated for 17.5 SQ FT and Hygain at 16 SQ FT (fully extended at
60 MPH).  Any thoughts?  I live in CA and usually retract my tower when not
in use....
