[TowerTalk] Capstan winch?

Guys-

I'm looking at a photo of a USTower that has the motor drive with pull down,
but it is different than any other winch I've seen.  It appears to be a
capstan winch.  Does anyone know anything about these?  Do they have a
good/bad reputation? Is this an older design?
