Looks to be a nice tower, strange place for the thrust bearing.  No idea
what it is though.  Cobwebs are Silk and not conductive.

Are spider webs ( I'm assuming it was a spider, the critter wasn't there)
conductive? 
My SteppIR control cable has developed an intermittent short, and in the
junction box 
there was a web across all the pins on one side of a DB-25 connector.

On the ground it's fine.
