According to Building and Safety, the bolts need to be torque to 350 lbs. A 
 registered Deputy inspector must be present and issue a certificate of  
compliance.
If you are not getting a permit it's a moot point. US Tower issued a letter 
 stating that torqueing wasn't require in their application, but the city  
wouldn't accept it and still had to torque them. I'll be doing a TX-472 and 
the  inspector will be there when we get to that point.
