10' is too low to adjust the antenna.  I have a Cushcraft A3 that I have use 
for contest expeditions and it works fine using the factory settings.  If 
yours needs adjustment, perhaps something else is wrong.

I have my Cushcraft A3S w/ A743 40m add on kit at 10' on a pole after
refurbishing it.  I've tuned it for the part of band I want (CW & RTTY)
with my MFJ-259.  My question is, how much will the tuning
(SWR/reactance) change when I get it back up at 70 feet?  Will it be
about the same or higher?
