One consideration that I can think of is that the tower legs are similar metals ... both steel and both galvanized. I was always under the impression that one major advantage of cadwelding was that it provided a superior and reliable metallurgical bond between the copper wire and the tower leg.

How is it that these bolts make an adequate lightning connection but one "has" to Cadweld the ground wire to the tower at the base? Clearly the sections have to carry as much current as the ground wire(s).

Maybe a dumb question but some explanation more in depth than "it's code" is sought.
