The Rohn 45G sections I have are not tapered on either end.  The vertical
tubes are the same diameter from top to bottom.  At the bottom of each
section, larger diameter short pieces (with an ID slightly larger than the
OD of the vertical tubes) are welded on to allow the bottom of the section
to fit onto the top of the section below.  Each joint has 6 bolts, 2 per
leg.  Each section weighs about 70 pounds.

Rohn 45g leg sections are tapered where one section mates to another, Rohn
45gsr 
(self supporting model) uses flanges that bolt together.
