Why not just bend the shank of an eye bolt in the plane of the eye and
fasten however many of them to the tube with a couple of hose clamps with
the eyes above the clamps. Thimbles on the eyes for the guys optional but a
good idea.

I machined an aluminum thick wall tube (Holobar) for connecting irrigation
pipes together and threaded SS eyebolts into it. Without a lathe here are
some alternatives -
Use a hole saw to cut 3/16" thick or so aluminum plate for an id to fit a
tube at a step. The "od" can be square. Drill holes large enough for
thimbles to protect the rope.
Use stainless split shaft collars and thread them for stainless eyebolts
and jam nut plus Loctite them in. Collars are available in 1/16" id steps
up to 3" id, should be secure anywhere on a right sized tube or certainly
secure at a step of diameters.
