OK, a brief update.  It does appear that I had managed to make the short
myself with inadequate ratings on my MOVs.  I rewired things so that the
MOVs were out of the circuit and it kind of works.

The difference now is that the tower raises, but it does not lower.  At the
shack, the "full extension" light is on -- so on the shack end (remote
head) it will neither raise nor lower the tower and thinks it is all the
way up.

On the tower end, it will raise (I have done maybe 5 inches to a foot), but
it will not lower.  it is not at full extension or anything like it.  Some
native caution prevented me from raising it all the way up or even part way
beyond a few inches.

I haven't had time to investigate further, so I don't have more details to
share -- yet.  But, not being able to lower the tower is really a
substantial problem.  It's kind of hard to extend things when you can't
undo the extending part.
