if you can free it up?  Worked for me.  After the WD-40, I  applied
regular oil to it.
 
    WD-40 stands for Water Displacement. It's not  really a lubricant, just 
a slippery liquid. I'd suggest silicon spray or good  old Liquid Wrench.
