I've not been following this thread, and may have deleted some of it, but the above sentence raises some VERY important questions.

Are these in two different buildings or the same building? Is one panel fed from the other, or are both individual feeds from the service? How is the electrical system ground dealt with between buildings and/or between panels? Where are the bond(s) between Neutral and Ground made? Are there any other cables between buildings (Telco, CATV, ham antennas, Satellite, etc.)? Are there any other bonds between neutral and ground (there should not be). Are all outlets correctly wired?
