The reason I'm suspending the rerod instead of setting it on bricks is to maintain 6" of concrete between the steel and exterior of the concrete as specked in the installation instructions I have. It says not to have the rebar exposed outside the concrete and maintain the 6".

Steel concrete reinforcement is double #5's at the corners and midway on
each side (16 total). The vertical corner bars are tied together with #3
horizontal square loops at 6" on center. The middle side vertical bars are
tied together with #3 diamond loops at 6" on center. The horizontal loops
and diamonds loops are doubled up (3" on center) at the top of the cage
(where the pad extends above the ground). The cage is sized for 3" to 6"
of concrete cover over the bar at all points. The cage was placed on bricks
and blocks to keep the steel out of the soil at the bottom of the
excavation. There are pics of this on my site.
