I will guess the original design called for one large bolt.  Likely for
insurance/liability reasons, someone decided to add a second bolt.  It would
not need to be as strong, so a smaller (lower cost) bolt was chosen.

##  You gotta be kidding ?    Rohn uses puny .25 inch  and  .3125 inch bolts on
rohn 25G.   What do you think the savings were....zero.   Although the tower 
sections
are rated for something like 29,000 lbs of down force..the smallish bolts sure 
as heck are not.
