In general, for these auctions, FOB equipment location.
"You pick it up at the location". You can arrange for a shipper to
take delivery and get it to you (e.g. that particular auction said
they'd load it on a flatbed for you).
There is a secondary market for this kind of stuff. People who buy at
auction, test and/or refurbish, then mark it up and will ship, document,
etc. sort of like test equipment.
