Hi Roger, yes, the galvanized pipe will bend a lot easier than solid rod.
But, one would only allow six inches or so of the material to show above the
concrete surface. That keeps the bending moment low enough to prevent a
problem.
The original BX hinged base used a short piece of galvanized pipe as the
interface between the tower leg and the anchor bolt. Apparently Rohn
engineers thought it was adequate.
I mentioned the method as it has been used before and galvanized pipe is
available everywhere. Solid rod is surely stronger but a lot more expensive,
not as readily available and needs some way to prevent rust.
