I had the same problem when I fired up a 500 watt amp on a certain band
with a wire antenna.
I added 3 FT-240-43 Toroids stacked together at the location where the
coax feeds an external tuner located about 25 feet outside the house.
I also split the coax (RG-213) into two sections.
The section connected to the amp inside the shack ends just outside the
house.
There it is connected to the section which feeds to the external tuner.
Where they connect, I put a but-connector with a ground strap.
The ground strap is about 2 feet long going to some ground rods I
pounded into the ground there, and soldered together with heavy copper
wire.  
So essentially, I added a coax-shield-to-ground connection just outside
the house, and an RF choke at the end of the coax feeding the external
tuner.  The external tuner feeds a twin-lead fed doublet.

Since then, I haven't had the GFI outlet buzzing on any band.
