As you can see from the area of the conductor from the chart below, your examples are actually understated, and your conclusion is faulty.

Two #18 will give you almost a #12 capacity, rather than #15 and

Two #15 will give you almost a #9 capacity, rather than #12

Each paring does not reduce the "gage" by 3.

Did u check the wire gauges?
If your run is “long”, you need two motor power wires of larger gauge.
I don’t know what “long” is.
