This advice is ambiguous, but what you want is:

CORRECT: ONE ferrite toroidal core, with multiple bifilar turns consisting of the power lead and output lead. Use rubber insulated HV wire for the hot lead. (You know, the stuff used for multimeter leads)l

NOT:  separate ferrite filters for the power lead vs the output lead
(this may interfere with operation of the fence charger, and the cores
may saturate and/or get magnetized).

NOT:  one turn through multiple cores.  (Likely to be ineffective
against RFI, especially at low frequencies.)
