I'm toying with the purchase of property in Kansas.
The sight is plenty large enough for a tower or two.
But I've never done this before.
The property is rural, in farm country.
What do I need to do to assure no restrictions or hassles concerning
towers exist?

I would suggest that you get in touch with the county administration people
to find out about regulations and who the county engineer is.

The info you need may be on the county's website.

Thanks Maximo. I was not aware of it, but it's description is
deceptively wrong. It's advertised as a Vector Network Analyzer, but the
description says that its S21 measurements are scalar. So it's NOT a
VNA. It's a Vector Impedance Analyzer combined with a swept generator
and spectrum analyzer. The portability looks nice, but it's more than
twice the cost of the VNWA 3e.

The VNWA 3e is a true VNA, and it can be set to work as a spectrum
analyzer. It's built in the UK.

Also great advice.

And do an RFI survey -- look for local sources of RF noise. How close
are neighbors? Most modern homes have several dozen noise sources in the
form of battery chargers, digital electronics, and switch mode power
supplies built into equipment. Any solar systems nearby? Some are quite
noisy, others are not.

What's the terrain like?  Try running HFTA on it.
