No it's not OK IMHO.  Look at the spring that the pull down cable
is supposed to compress.  I suspect it is not compressed at all
(IE slack).  You need to remove the cable clamps from the
cable that pulls on the spring and take out the slack so that
the spring is 1/2 way compressed.  You were supposed to do this
when you installed the cable.  Even if you did, they tend to
slacken over time when first using new cable.

BTW, I think TT'ers would be interested in how your pull down
cable broke.  Was it possibly that the coax got jammed in the
sections?  A common mishap for tower owners.  Even then, I would think
you would simply stall the motor, rather than breaking the cable.
That's an impressive winch if it can actually snap a 1/4" cable.
