The XM240 reflector is insulated from the boom. I don't know about the
402CD.

Ted:

The Reflector is grounded to the boom in the 402CD while the Reflector is
insulated from the boom in the newer  XM240, I think.
So, part of the difference in element length is probably a correction for
the element mount.

Note that the Driven Elements are insulated from the boom in both models.
